Locating them around the edges or the corners of the room would be best. And it is a great location to use a well-designed rug as a decoration in the space. Designing the tufting carpet as a staircase carpet is possible and looks great but due to heavy use, the lifetime of the rug can be reduced seriously. 

Wall Hanging Rugs are excellent elements to add to a room as decoration. They will have the highest durability and lifetime.
